That depends on the whereabouts of the automatic DNA sequencers that can convert DNA code to a biochemical reagent.

If Saudi, Iraq, or Iran possess ties to Univ. of Washington's Leroy Hood, you're in trouble.

DNA sequencers don't do what you said.

You mean DNA synthesizer.

They can be bought off the shelf. Still wouldn't help all that much. Making a virus from scratch would be a difficult task.

It is, though, a serious issue and concern for the future, unlikely as it may be.
