Like it or not, we're going to have to take care of France and Germany and Russia. Otherwise we risk creating three more Japanese/Germans after WWI. That is, poor, hungry and armed to the teeth.
But I think they should be held accountable, too.

France and Germany are certainly not armed to the teeth at the moment, quite the contrary. And I find it difficult to imagine it becoming politically feasible in those two countries to divert much funding to the military, at least for the foreseeable future. There's too much political support for the welfare state.
