We know that they arnt telling the truth, we also know that they are keeping a lid on some of the outlying providence's. So we should assume that there is probably a very BIG reason. Like a virus gone amuck. My best guess is alot more dead and ill than we even think. I think they are scared of and dont know how to stop it.
