In Afghanistan the Russian used to drop dolls, toys, and yes pens that would explode when picked up. These were carefully designed not to kill but to just remove a limb or an eye.

They stopped the toys and dolls because of bad publicity. Besides, they found out that children would pick up the pens just the same as a doll or toy.
