Yup. And it sounds like it stands a good chance of passing. But it would also seem that some on the left would prefer that it didn't or that it was weakened some before passing. Hence the call to urge your representative to pass it unimpeded.

(a)(1) Citizens have a right, protected by the Second Amendment to the United States Constitution, to keep and bear arms.

(3) The manufacture, importation, possession, sale, and use of firearms and ammunition in the United States are heavily regulated by Federal, State, and local laws. Such Federal laws include the Gun Control Act of 1968, the National Firearms Act, and the Arms Export Control Act.

Typical NRA doublespeak. Citizens have a RKBA, but they don't. The law says #1, why mention illegal legislation (#3) unless you're repealing it?
