Yes, to prevent exposure to liability and jury awards. It isn't going in after the guy IF he is overcome that they are worried about, it is the potential lawsuits if they DON'T... unless you want to assert that firemen aren't adequately trained to enter burning apartment buildings (which, of course, would be false if they could be found to have a duty to go after the guy).
