Hong Kong is treating SARS with anti-virals and steroids. They announced earlier this week that they were going to become more aggressive with this treatment. It is the steroids that is causing a higher number of deaths in HK--and I bet that that is why Singapore has deaths and Toronto, but Taiwan has none (Taiwan is not using the steroid treatment).
