A little idle speculation: if this is a bioweapon created by the Chinese, the "test subjects" were likely Chinese prisoners. They may have unintentionally optimized the pathogen to kill their prisoner population, but never checked to see if it was equally effective against other ethnic/racial groups.

An article cited on Steve Quayle's website claims this is a Chinese bioweapon and that it was purposely released in November 2002 by Jiang Zemin and the PRC.

It may be tin-foil hat time, but there have been research attempts to make racially specific diseases.
