Exactly how much will "time to panic" cost the American Taxpayer? And how anxious are you to increase the "importance" of various government institutions, like WHO and the CDC?
We have an excellent health system, except for the socialist parts, and we are starting from a position of good hygiene (not sleeping with sheep or apes) and good nutrition.
Read what Dr. Gerberding has said repeatedly, "Wash your hands carefully and use waterless hand sanitizer."

In my opinion, the SARS infection rate will go down quite a bit this summer.
Then, in the fall and winter, in the normal flu season, it will re-emerge as influenza does every year.
The 1918 influenza epidemic, in which 20 million Americans were infected and over 850,000 died IN A SINGLE YEAR, had a similar pattern. It affected a few people in the spring of the year, came back like a hurricane in the fall and winter.
You could look it up.

I dunno, cost the tax payer? What in lives or cash? Should I go shopping for a mask and boost ye old economy? I look at the headline here, 4000 in china quarantined.
BTW Yeah, I do wash my hands, but washing my hands will really help when that guy that just flew in from china boogy coughs on the back of my head in the elevator. Here is a Personal health question for you: When you're in the shower or bath, do you clean your butt with the same bar of soap you clean your face with?

(in a real panic caused by a real outbreak the WHO and CDC would cease to exist.)
