Not true. Most of the Paraguayan population is meztizo. However, at one time (actually two times) Paraguay was the PERFECT place for a man to live. In the 19th Century Paraguay was involved in the disastrous War of the Triple Alliance against Brazil, Uruguay, and Argentina. As a result almost ALL of Paraguay's male citizens between the ages of 8 and 80 were killed. The result, following the War, was that the female population had no male partners. Some European and American males emigrated to Paraguay. Life was GREAT for these males. The women did almost all the work and all the men had to do was breed. Few got married. Why bother with all those available and willing women? For many years in the latter part of the 19th Century, there were maye 20 adult women for each very happy man (almost of whom were immigrants).
BTW, this situation repeated itself on a smaller scale early in the 20th Century with another war....and more happy men emigrating to Paraguay.
