A Democrat's bill that would link stricter gun laws to national security concerns appears dead on arrival in the Senate, a fact that some see as evidence of the decline of the gun-control movement.
Sen. Frank R. Lautenberg, New Jersey Democrat, said yesterday that "chances are slim" for success of his bill, which would extend the time allowed for background checks on gun buyers during periods of heightened security alerts.

I think the "domestic" part pretty clearly refers to would-be tyrants like Lautenburg.

LOUTenberg has come out of retirement to see: A) The GOP take control of the Senate, B) A GOP President dominate the world stage by exercising American military prowess, C) every one of his gun-grabbing bills get shot down.

I love to see the Democrats whine because they can't get their legislation through to put more restrictions on firearms. This is great news to me. But I will probably still write a letter to my Congressmen to tell them how I feel about this tyrannical bill.
