WEST SACRAMENTO, Calif. (AP) -Comparing the workers' compensation system to an old car in need of an overhaul, Gov. Gray Davis endorsed legislation Thursday that he said would shave at least $1.5 billion off the skyrocketing cost of treating injured workers.

I don't see a 1.5 billion dollar savings from the listed changes in the CA WC law. The dollar cost increase in WC costs nationwide have largely been from the rise in medical costs.
Davis thinks he can shave that much savings from price controls on drugs and doctor services. Good luck. Most of the shortfall over payouts and insurance premium revenues will get covered by premium/rate increases. These are passed on by increasing the final product costs which you and I have to pay.

It would only take HALF of what Grayout spent on his campaign to straighten out the criminally-negligent management and demise of our surplus under King Grayout's rein. You know what was extra depressing, and something other people might not know? - Look at the red and blue map in the 2000 election, then look at California specifically. The MAJORITY of California counties were for Bush, but the clout votes from San Francisco and LA wiped that out. And one more thing - the 'car' analogy is so lame I can't believe it.
