Assuming that the dogs were trained to detect the particular explosives being used, and that something innocous wasn't being used as a decoy to get cleverly disguised explosives/weapons overlooked. I immagine that the majority of terrorists aren't particularly brilliant, so dogs would probably get almost everything. Other than that vigilance and intense surveilance of the enemy is our main hope.
