The security forces in Northern Ireland used a similar technique on numerous occasions against PIRA bomb-makers.
And it's not really that new. We used even earlier technology against ZIPRA/ZANLA terrs in Rhodesia back in the 70s. Produced some excellent "own-goals".

It seems that my crazy idea perhaps wasn't so off-the-wall after all, eh?
And I'm glad that somebody thought of it long before I did, and that it seems to have worked at least to some extent.
Given the advances in electronic technology since 1970 (the year I got out of the Army) I would expect that they'd have some really super-duper "Zappers" available by now.
Sadly, you can't have all of the security personel and equipment everywhere all of the time, and that works to the terrorist's advantage all too often.
