Polls conducted by Zogby International and Marist College of Poughkeepsie, N.Y., show Clinton with high negative job ratings. In the Marist poll, 47 percent considered Clinton's job performance either excellent or good. Forty-nine percent rated it either fair or poor.

"Fair" is not a negative categorization, it is merely so-so. This writer is dishonest. He is using the same techniques left-wing "journalists" sometimes use to blatantly misstate what a poll really said.

That's a good point. I do think it's fair to say (no pun intended) that a "fair" rating tends toward the negative in that it shows an uncertainty and a hesitation in supporting the candidate, and that means that support can fairly easily be swung to a different candidate.

You are correct that the author put too much of a gloss on the poll results and should have explained his conclusion better.
