Bush is just playing politics. This is a touchy third rail issue that could be used against him with the soccer mom's. I will bet that it will never reach his desk. If it does... He better veto it or lose a large block of support

The ironic thing about CFR is now that the USSC has overturned much of it, the RAT candidate will be able to criticize Bush for signing such a flawed bill into law.

Their arguement will be that Bush wasn't serious about CFR since he failed to veto a blatantaly flawed bill. The RAT will say he should have vetoed it and forced Congress to pass a better bill-- one that would stand up in court.

Strategery :-), There is more than one way to skin a cat and those who doubt the political skills of this President will find themselves scratching their heads, much like Tom Daschle has been doing for 2 1/2 years.

It's like the education bill, All of the standards are LAW, 75% of the funding isn't and hasn't been in the budget. The Farm Bill everyone cried about, last year was the least funded of the past 15 years because of the accountability written into the bill. Funding is always a projection. It's just like the phantom 5.6 trillion dollar surplus that was only a prediction based on the hhouse of cards Clinton built. Money to be spent in the future require future legislation but the framework and accountability of the legislation doesn't.
