I thinks it was probably intentionally mistated to add some punch to the statement by adding the plural to the object of the sentence.
Unless I'm mistaken, the normal call from the pilot is, "I have the ball".

Balls refers to the round knobs on a jet's controls. "Balls to the walls" is pilot slang meaning the controls are pushed all the way down, ie., the plane is going as fast as it can. Bush was just using terminology the sailors were familiar with, saying he had the controls.
