So basically, Congress can order the redesign, but the Treasury has final say on the actual design. Thanks for cearing that up for me. Does Congress have to approve the design though?

Does Congress have to approve the design though?No, but the way this is set up they could of course just order a redesign of anything new they didn't like. That would require a standard bill that would have to be signed by the President, though. Here's the process the State Quarter bill went through. The 'Toon signed it into law December 1, 1997.
