How do you know the dogs weren't doing anything? The article says that the owner didn't 'sic' the dogs on the cops but it doesn't say that the dogs didn't attack the cops.

Because if they had been attacking you can be sure they would have mentioned it prominently in the article "The three brave constables were in fear of their lives and fired in self protection blah blah blah....
