Considering that the word "lunch" did not come into being until the 1920's -- it was short for "luncheon" -- it is highly unlikely that Ben Franklin said any such thing.
That aside, Mr. Madison's document is a recipe for organized gridlock -- which is exactly what Iraq needs. It is designed to buffer the effects of factionalism, the thing that had killed every republic in history until Madison's time. Under Madison's architecture, the more factions you have, the better. It's not a bad way to go.

In just the last two years we have erased boundaries between separation of powers with Patriot Act I; Campaign Finance Reform; and a dizzying array of formal and informal assaults on individual liberty. (Example: during the Maryland sniper shooting the investigating Task Force took it upon themselves to call every Bushmaster Owner in the region to "borrow" their rifle for ballistic fingerprinting and other inspection. No probable cause, no legal standing, just an intimidating fishing expedition from people who should have been spending their time investigating a serial murderer.)
I would like to see the American Republic re-established at the earliest convenience of President Bush.
