Drugs are illegal right now. Doesn't seem like it is very difficult to get drugs, does it? Try to get a drug addict into a drug treatment place if you don't have money. The WOD costs BILLIONS of dollars and costs many lives (convenience store clerks killed by crack dealers and innocents caught in the middle of drive by shootings between rival gangs) yet drugs are available practically anywhere. All the WOD does is create an artificial market where drug producers make ridiculous profits.
