Of course Moore is banking on probably 85% of American not being informed enough to ask that excellent question, nor understand that there certainly was a time when Bush I (as VP to RR, or with the CIA) would have been acting in America's interest to have dinner with Osamma himself as OBL was helping us by tying up the Soviets.

It's sort of like the photo of Rummy with Saddam from back when our countries were doing business and both against Iran.

Hell, Moore ain't banking on anyone failing to make a connection. He made it up out of whole cloth. He's a damned liar, pure and simple. Don't give him credit for being anything more. Unfortunately, there is a critical mass of folks on the left who want to believe the crap that Moore dishes up enough to put aside any use of their brains and repeat Moore's lies long enough that it almost becomes a mantra. In fact, mantras and cliches are what the left chants best.
