the only noticeable hispanic presence in the entire PGh area that i am aware of, is the LatinAmerican studies Center at the U of Pittsburgh. these people had to stand out like sore thumbs in Greensburg!!

A year or two ago, a crew laying fiber optic cable lines for AT&T, none of whom spoke English, punctured a gas line and blew up two houses in nearby Hempfield Township.
That stood out.

By the way, I have fond memories of the Spanish department at Pitt in the '70's, I took a number of Spanish courses there after I got out of the service and used the GI bill. They were a good group. The Hispanic culture has a lot to recommend it.
However, illegal immigration should be considered an "illegal" activity. What would happen to us Norteamericanos if we went to Mexico City and said, let me take a job away from one of YOUR citizens without paying taxes. Yeah, see how long we could live under the table.
