I suspect that the vast majority of born-and-bred Americans would not appreciate having a judge making fun of their last name in court at the outset of proceedings.

If the guy had made a wisecrack about drunk driving to an American with an Irish last name appearing in traffic court, there'd be just as much hell to pay.

But it's fun to bash the foreigners, isn't it...oh, wait, she's an American citizen and has been for nearly two decades. Somehow your argument doesn't fit.
