Isn't that another version of "I'm from the government and I'm here to help you'?
The invasive species scam is a very old one. In the Socialist Swamp, before it was even officially socialized (Everglades Nat. Park authorized) there was a plant eradication program which operated in what was to become Everglades Nat. Park.
As one would have guessed, there were problems with those tasked to erradicate the plant, planting seeds of that plant to ensure that the job continued.
