It means that Canada exerted political pressure against them once and made them back down on their travel advisory, so they don't want to risk provoking more trouble.

The same with China. China is a mess, and I seriously doubt they have even begun to control Sars there, but WHO is afraid of crossing them, because when the Chinese government gets angry, they can be very unpleasant indeed.
