Probably just regurgitating the original Observer report; as is every other source, either explicitly or implicitly.

I'm very leery of single-source news; even the question to the Senate Intel Committee guy was framed in terms of that single report.

And people often mistake a zillion news outlets regurgitating one report as a zillion news outlets INDEPENDTLY CONFIRMING that report, which they aren't.
