This was a move to keep both sides of the affirmative action issue "satisfied" for now. Sort of like the way the whole Rodney King fiasco worked out.

For me, it's not enough but I do have patience.

The "moderate" members of the court suffer from cognative dissonance. They want to be for affirmative action but against quotas. They fail to understand that you cannot have the former without the latter. Bush also seems to suffer from this dillusion.
