I keep hearing, reading and seeing references to Arlen Sphincter and "the Scottish Law"... I must have missed the joke when it was made. What's that in reference to? Can anyone elucidate? (I love to use that word!)

Specter in the Impeachment of Clinton.....

Specter cited Scottish law, saying there could be "three possible verdicts: guilty, not guilty, not proved."

"Given the option in this trial, I suspect many senators would choose 'not proved' instead of 'not guilty,'" Specter said.
