Certainly not Rome.
It would be interesting to consider someone putting that idea to Cato the Elder. He would have found something new to "delenda". Even up to the times of Tacitus public homosexuality would have been scandalous. He certainly was scandalized.
The Greeks are something else, but that also may be both misunderstood and exaggerated to some degree.
