I think Mr. O'Rourke was being ironic. I may be wrong but I think the point of his post was lampooning what he sees as the boastfulness, arrogance and provincialism of Americans.

A certain amount of ugly americanism is expected and necessary when we travel abroad. When we go to these hellholes acting like sensitive, panty-waist, continental-wannabee, eurofag, one-world, socialist, liberal idiots, the sharpies take us to the cleaners.
