The story began with a bitter dispute within the Voice of American about where to locate a satellite transmitter. It appeared to be more than a technical dispute. . .The peculiar ken of some government engineers to locate the VOA transmitter where it was useless raised obvious questions.

Ray Kaplan was among those who opposed the Seattle installation . . .Kaplan was happy to testify. But before he got the chance, Kaplan committed suicide by leaping in front of a truck. He left a suicide note, saying 'When the dogs are set upon you, everything you have done from the beginning of your life is suspect.' Liberals assume..."the dogs" referred to McCarthy."
