Perhaps some well placed micro transmitters can be placed in the scum through injection in the ruse of a physical exam. We could then trace their steps back into Syria and see with whom they meet. A bit futuristic but not beyond present capabilities, at least for short range tracking. May as well make the best of a bad situation.
