Well, there are some interesting pieces coming together here - Veneuzelan dictator Hugo Chavez swaps oil with Cuba for "military advisors", Cuba can sell it elsewhere and buy weapons. So this might be a good time for the Chicoms to get in touch if they want to sell them.
I'm not sure what the point would be since Chicom weapons are not exactly state of the art -- especially the ones they'd be willing to send Cuba.
I'm wondering if this might really be in support of Hugo Chavez and the "advisors".

A lot depends. How bad is the PRC's liquidity? The problem with Marxist nations, and the PRC is fundamentally a Marxist nation, is that their economic statements tend to be about as reliable as Enron's balance sheet turned out to be.
