The United Nations Development Program has released a report warning world development goals will not be met unless rich countries double their aid budgets.
The United Nations has released its annual Human Development report, which analyses the world's progress in meeting millennium development goals.
The goals are designed to lift millions of people out of extreme poverty by 2015.
The report identifies 59 mostly sub-Saharan African nations where the goals will not be met unless substantial additional aid is provided.
The UN has called on the developed world to increase aid and create more opportunities for trade with poor countries.
Developing countries are called on to reform their economic, political and social institutions in order to meet the goals.
The report includes the 2003 Human Development Index, which ranks 175 countries based on social and economic indicators.
Norway remains on top of the list and Sierra Leone remains at the bottom.
Australia has moved up one place since last year's rankings; it is listed in fourth place.

unless rich countries double their aid budgets. Will do. Just as soon as the UN shows it's effective in something like, say Iraq?

In the spirit of Mark Twain, I propose a Constitutional amendment restricting the number and period of legislative sessions to a combined duration severely less than that through which we suffer today.

Dear Whitey, please hurry up and send aid. We endangered dictators need to build deeper bunkers.

Do we have to filter it through the UN and the African countries' post offices, or can we just use the Swiss banks' direct deposit.

I might as well send my money to that Nigerian who's been e-mailing me. That'll be just as effective as giving it to the U.N.

I know that we can trust Bush and the GOP to Congress to not double our aid.
They'll triple it.

Not one more penny to the U.N. until they open the books to outside auditors and issue detailed reports about where the money has already been going.
On second thought, just not one more penny to the U.N...

For all the aid they've gotten...no accountability or success. What makes them think that doubling the money will acoomplish anything different? And why double?
I think the President's idea of linking aid to effective reform is outstanding...maybe we can turn the socialist dictatorships into capitalistic rights based democracies yet. The most potent aid we can give them are the ideas that this country was founded on. Maybe we should spend a couple of million dollars on photocopies of the Constitution and drop it all over Africa. But that still leaves the question of why it is our responsibility to "fix" them.

Sounds like they miss all that money that they were skimming off of the "Oil For Food" program.
