Why not? As the article stated, at least Bush could use the toilet bag whereas the other audacious gifts are locked away never to be seen again.

All this expensive gift-giving prompts me to ask "what king of gifts is President Bush giving to foreigners et al and how much are they costing the U.S. taxpayer?" What about cabinet members and the Congress? Are they too, giving gifts with our dollars?
Since the poor abused taxpayer pays the bill, shouldn't a cap be set on the value of gifts given, say $100.00?

I thought that was the reason a president had a library - to display most of the gifts they received from other leaders around the world.
