FYI: An important word was omitted from the transcript. This sentence:

And we need to say clearly to UN members: if you engage in the systematic and gross abuse of human rights, in defiance of the UN charter, you can expect the same privileges as those that conform to it.

made no sense to me. I checked the videotape, and what he actually said was:
