The minimum marriage age is 12 in places like Tanzania, Philippines and Sri Lanka. All it will take is for someone who is legally married in his home country to a 12-yo to come over to the US and be arrested for having sex with his 12-yo wife

Why go to such extremes? This case is a perfectly reasonable test case. You can argue the 12 year old isn't old enough to legally consent. These people are adults. I think this guy thinks he's in the same boat as Woody Allen-- only legally her father (that the kid is some other guy's flesh and blood).

Twelve year-olds can legally get married in Texas (unless it's been changed in the last few years).
A 14 year-old can get married without pemissions from anybody; a 13 year-old can get married with parents permission and a 12 year-old can get married if they can talk a judge into signing the order.
I found out about this in the '80s when reading about a marriage-license clerk who was retiring after some un-godly long period of time.
