If this was just sent to Congress, it's a week late. The report last week said that the danger of an asteroid collision is much smaller than first thought. It will happen every 250,000 years, not every 2,500 years. Congress won't bother to take action, especially in an election year during wartime with so many out of work and lacking healthcare not to mention going to bed hungry with nobody to read Harry Potter to them.
