I'd say he's pretty damn smart from a tactical sense if you ask me, although in a very sick and demented way. Wearing that explosives belt will automatically do 1 of 2 things for him.
1.) Wearing the belt will cause our troops to be very careful how they approach him trying to kill him before he blows himself up so they will have proof for the Iraqi people that he is in fact dead. Which in essence will put them in more danger and open to sniper attacks from anyone traveling with him that is on watch.
2.) He detonates the belt killing himself but not leaving behind any visible proof that it was in fact him (Iraqi's are not gonna believe DNA results from us). Then most likely he will have a stash of pre recorded tapes that will be left behind and sent in to arab tv stations over a period of weeks and months to give the effect that he is still in fact alive.
Remember this sorry prick has tortured these people for a very long time and they are very afraid of him. I remember something in another thread about some believing he has magical powers (while some scoff at that thinking these people who believe that are wacko I say given the power he had and the terror he reigned upon them I can understand the belief they have in that).
I hope the troops are able to get him before he is able to detonate that belt. Cause things are not gonna go well for the troops if he can't be identified and shown to the Iraqi people. But what worries me most is what will happen to the troops cause that may leave an opening for more attacks if we can't prove he is dead and more tapes come out.
That's my thought's anyway...

I think you nailed it pretty well. But I still bet we catch him, and catch him alive.
30 million and a ticket out of Iraq to easy street is a mighty strong incentive and despite his use of religious rhetoric he has very little in the way or Islamic credentials or credibility -- so I am pretty sure someone is going to drop a dime on him.

He detonates the belt killing himself but not leaving behind any visible proof that it was in fact him Many suicide belts leave both the head and the feet pretty well intact. Do you remember the Pally bomber whose head was left standing on the stump of his neck in the middle of the street?

Remember the Pali that blew himself up with a belt and ended up losing his head in one piece. That's what we want.

"...He detonates the belt killing himself but not leaving behind any visible proof that it was him .." I watched a show on the History Channel on suicide bombers. The show revealed the point that these belt bombs always blow the heads off the bomber, leaving identification possible.
So, best case scenario.......daddy rolls over in the rack somewhere in Baghdad and accidently lights the belt off. Head lands in the street.....GI picks it up....we pack up our stuff and go home.

Explosive belt. Right. My bet: he'll use smoke and mirrors - literally. A lot of noise, a lot of smoke, and POOF! he (or his double) is "gone". SH talks about martyrdom, but he's still a coward. He's gonna run as long as he can.

This is why we have snipers. A .30-06 at 500 yards would do the trick quite nicely, and would leave enough of his sorry ass to drag through the streets, hang from a lightpost, or prop him up in a carnival show; whatever the Iraqis want to do with his carcass.

Did you really say what I read?
I can deal with creative writing in the appropiate context, but many here at FR can't.
Good luck.
