I wonder if it also implies that while life may have evolved under extreme conditions, it doesn't go anywhere until conditions are no longer extreme. In other words, we're never going to find ammonia-breathing critters out there living in acid seas. Earth had nothing but microorganisms on it for 3 billion years. It was only after conditions moderated somewhat that higher forms of life began to emerge.
