Complicated issue. Did Russia clear this with China? And what will China's reaction be if they failed to tell them? The attention is what he wanted, and a promise from the US not to attack and send him food, drink, and the newest action videos. So he may have anticipated Russia's reaction and factored this into his overall plan.
