Russia intends to stop an imminent NK/SK war from getting underway... that's why it's called pre-emption.A pre-emptive strike is one while there is a long term threat. This article basically says Russia will strike if it percieves that Korea is about tp commence a nuclear atttack. Big difference between that and the Bush doctrine.
