Reminds me of the Patriot Act... how many read it, before signing it?
If I remember correctly, the Patriot Act was voted on before it was even available to be read.
Youd think somebody might have objected to that, but no.

Thats not what you are paid to do, read like a librarian. You are paid to have a good staff to read and prepare you, said former Georgia Republican Rep. Bob Barr, who was known for personally scrutinizing the full text of bills and issues he debated on the floor.Unfortunately for Barr, he swallowed William Safire's claim that that the Homeland Security Act authorized Total Information Awareness when that bill doesn't even mention it. The core issue is politicians scrambling to get in front of news cameras instead of their preparation and reading of legislation.
