For Americans with no jobs or low income, the Bush economy so far has been dismal. They have little to gain from the tax cuts that the president pushed through Congress, at least in the short run, and they don't have the wherewithal to take advantage of low-interest loans or the rise of stocks. People who pay little to no income taxes don't get a tax cut. Amazing how that works. You can't give back what isn't given.
