Back In the 90's I had a representative of the commerce dept. call me and asked whether it was OK to give my patents to a visiting Chicom trade group with no compensation in return. I could not believe it, my company operates as a IP House for profit, I developed it, patented it and was fully paid for and commerialized on my own. The unmigitgated gall of the call was not to be believed.
To me it was a pretty strong indicator that they were rifling the files and transfering anything and everything they could dig up and they called me after they had already gone through the Darpa and other agency programs.
US tax dollars paid for the R&D and the Idea that these bastards could hand it over for something so crass as a minor political advantage relative to the value of the technology and US security can only be called treason.

Report that Commerce Dept. official to the FBI, pronto. Tell them everything. And then send everything in your FBI report to Bill Gertz at the Washington Times to light a few fires in the appropriate tushes. Do not be fobbed off with the 'under investigation' reason to stay quiet. It has been how many YEARS since this went down??? The 'Move-On' gang will try and pretend they have no duty to do anything about it.
