Lots of women get peach fuzz at menopause, when the female hormones decline, the male hormones (which all women have) become more influential.

Unless they have just always been that way. Some people are just plain hairy and she seems to be one of them. She has a mustache too. I bet she shaves, or maybe gets some kind of treatment to remove the hair for periods of time.
