I believe that Uruguay is in the Southern Hemisphere, as is much of South America, a major Western Hemisphere continent.

In the market, the Patagonian Toothfish is known by many names, including sea bass, Chilean sea bass, Chilean grouper and black hake. In Japan it is known as mero.

The decision to pursue the Viarsa highlights the increasing anger in the southern hemisphere that northern countries have over-fished their own waters and are turning to the south for more fish. WTF is wrong with this reporter? All the countries involved are from the souther hemisphere.
