And they can pay the judge with cow chips, since there is no legal power to enforce. Just let the fictitious fines pile up, since it would be illegal to use Federal resources to enforce the playhouse ruling.

No need to spend Federal money. There is a little thing called contempt of court. The trial judge will just fine the state into compliance. Right. You have no legal or moral right to ignore a decision of a court just because you don't like it, especially when the appeals process is still going on.
