Don't the legislatures get one crack at this every ten years and that's it? Colorado and Texas were first taken care of by courts, not the legislatures. (And hey, how about redoing Georgia while we're at it?)

Don't the legislatures get one crack at this every ten years and that's it? They are required to redistrict after the census, but if they want they can redistrict every two years; heck, I guess they could pass a new map every week if they really wanted to.
